Technology Transfer

Ensuring that our valuable project findings have a clear, intentional pathway toward adoption into California’s energy efficiency utility portfolio is a key objective for the CalNEXT program. The process of following a pathway toward adoption and finding implementation at the utility or manufacturer level is called “technology transfer” (or, for short, “tech transfer”). This page is designed to guide project and idea submitters through the tech transfer sections of the intake forms and to support active project teams throughout the CalNEXT tech transfer process.

CalNEXT looks to fund projects that address specific needs of energy efficiency programs, so much of the best tech transfer comes directly from energy efficiency program input. Tech transfer is essentially achieved through knowledge transfer, when the emerging technology project clearly communicates findings to stakeholders with details to enable portfolio integration.

Tech Transfer Pathways

The sequence of activities a project undertakes to achieve tech transfer can take several pathways to realize energy efficiency portfolio impacts.

CalNEXT project outcomes can be used to help define, quantify, or substantiate a Codes and Standards Enhancement (CASE) advocacy offering, such as a code change proposal or Energy Code Ace compliance resource.

Tech transfer is achieved through submission of a code change measure idea through title24stakeholders.com

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team identifies relevant existing California energy code and California measures
  • Project team engages with CASE team(s) and working groups to provide feedback on project design and code value proposition.
  • Project teams are expected to identify and coordinate with stakeholders that can facilitate the CASE report process and develop the necessary background data and content needed to push forward.

Before CASE advocacy process can begin, code readiness efforts must be completed. This may be in the form of another tech transfer pathway, most likely under Measure Study or Measure Development. The analysis from a measure package pathway will provide the technical foundation for a CASE effort.

Project findings indicate that more research is needed, with intent to pursue this research in a subsequent CalNEXT project.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team identifies proposed sequence of events to achieve energy efficiency portfolio tech transfer.
    • Example: A lab study is needed to evaluate technology performance, identifying that a field and market study is needed in the future to achieve goal of developing a measure for the technology.
  • A project with this selected tech transfer pathway must identify in its proposal whether:
    • Project is intended as a step in a sequence of projects toward an ultimate energy efficiency portfolio integration.
    • Project is fulfilling recommendation for further research or ‘next steps’ from previously completed emerging technology study.

Project team identifies revision needs in existing measure packages and completes necessary work to provide proof of revision and develop necessary components of a measure proposal form and work towards a draft measure package, including collecting data, identifying gaps, quantifying potential savings, and evaluating cost-effectiveness.

For new and updated deemed measures, the CalNEXT program has the capability to support work up to the development of a draft measure package.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team coordinates to identify the current IOU program administrator lead of the measure subject to updates/revision.
  • Project team solicits feedback on measure update/revisions from groups such as the California Technical Forum (CalTF) staff and Measure Screening Committee, IOU program administrators, and technology experts.
  • Project team identifies an IOU and/or third-party implementer to subsequently drive the measure package revisions through CalTF and CPUC affirmation after project close.
    • Project team conveys recommendations to these groups sufficiently for them to carry out the measure revision work.

Project team studies market segment with intention to indicate need for new or revised measure package, and/or studies market’s utilization of an existing measure or set of measures.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Team solicits feedback from groups such as CalTF staff and Measure Screening Committee, IOU program administrators, and technology experts to proposed measure recommendations.
  • Team identifies IOU PA and/or third party implementer best-suited to carry out measure recommendations, and conveys recommendations to these groups sufficiently for them to carry out the work.
  • Team clearly outlines existing measures that would be impacted by recommendations.

Project team has identified a portfolio gap that can be addressed through the development of a new measure package. Project team conducts activities to develop a draft new measure package, and coordinates to identify an IOU to sponsor the measure, and an IOU and/or third party implementer to subsequently drive the new measure package through CalTF and CPUC affirmation.

For new and updated deemed measures, the CalNEXT program has the capability to support work up to the development of a draft measure package.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team coordinates to identify an IOU program administrator to sponsor the new measure package.
    • Project team may utilize CalNEXT program team to facilitate this coordination.
  • Project team solicits feedback for the new measure proposal from groups such as the CalTF staff and Measure Screening Committee, IOU program administrator, and technology experts.
  • Project team identifies an IOU and/or third-party implementer to subsequently drive the new measure package through CalTF and CPUC affirmation after project close.

Project team has identified a portfolio gap that can be addressed through a new or revised existing Custom Measure. Related activities may include collecting data toward custom measure, measure cost-effectiveness of emerging technology, or development of savings algorithm(s) or custom tool.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team coordinates to identify the current IOU program administrator lead of the measure subject to updates/revision or identify an IOU program administrator to sponsor the new measure package.
    • Project team may utilize CalNEXT program team to facilitate this coordination.
  • Project team in coordination with IOU sponsor and CalTF staff identify the objective of the custom effort:
    • custom measure package
    • custom calculator tool
    • custom reference
    • other
  • Project team solicits feedback for the custom measure proposal from groups such as the CalTF staff and Measure Screening Committee, IOU program administrators, and technology experts.
  • Project team identifies an IOU and/or third-party implementer to subsequently drive the new measure package through CalTF and CPUC affirmation after project close.

Project team develops tool(s) to facilitate capturing energy savings, which may be designed to:

  • Help residential and/or commercial and industrial customers save energy
  • Facilitate decarbonization for residential and/or commercial and industrial customers
  • Support peak demand/load shifting for residential and/or commercial and industrial customers
  • Assist energy efficiency program implementers or program designers

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • Project team identifies and consults with California energy efficiency programs that would benefit from use of this tool early in project implementation, and consistently throughout.
  • Project teams may host their developed tool to CalNEXT.com.

Project recommendations are developed with the clear intent of supporting California statewide program design adoption, and the project team coordinates with this target audience throughout implementation to help secure adoption of these recommendations.

Knowledge transfer components that should be conducted during CalNEXT project implementation:

  • The project team will identify energy efficiency programs that may benefit from the study, engage program staff early in the implementation process, and coordinate closely with programs throughout the project to ensure timely input on study design and findings.

  • Assist energy efficiency program implementers or program designers

Project Findings for EE Program Integration

Project recommendations are developed with the clear intent of supporting California Statewide Program design adoption, and the project team coordinates with this target audience throughout implementation to help secure adoption of these recommendations.
