CalNEXT Results in New Residential High-Efficiency Windows Measure Package

CalNEXT is proud to announce a major milestone for California energy efficiency, made possible through the leadership and support of Southern California Edison (SCE). This marks the first time a CalNEXT project has resulted in a newly developed and approved full deemed measure package integrated into the California electronic Technical Reference Manual (eTRM), for Residential High-Efficiency Windows (Statewide Measure ID SWBE011). This accomplishment represents a substantial win for the program and advancing impactful, scalable energy solutions across the state.

The journey began with CalNEXT’s Residential High Performance Windows Measure Package Development project, completed in 2024, which established the critical technical foundation for the new measure package. In response to a need identified by the California investor-owned utilities (IOUs), led in large part by SCE, to modernize the inactive 2018 San Diego Gas and Electric (SDG&E) residential windows measure, the project evaluated high-efficiency window installations across both new construction and retrofit residential applications. This project incorporated reduced thermal conductance and improved radiant emissivity, drawing on ENERGY STAR® specifications, DEER Residential Building Prototypes, and the California Energy Code as key data sources.

Building on this, energy and cost analyses were translated into a draft measure package and submitted for inclusion in the eTRM and advanced through the technical review process. CalNEXT’s Residential High Efficiency Windows Measure Package Completion project then advanced this effort through the initial review phases, positioning the measure for California Public Utilities Commission (CPUC) submission.

The result of these efforts is an impactful new measure that supports residential electrification by reducing heating load requirements. Existing residential and equity programs implemented on behalf of the California IOUs can immediately benefit from incorporating this deemed savings measure. This represents not only a technical achievement, but also a meaningful step forward in delivering energy savings to California households.
